Coined after studies showed that prison did not suppress criminal behavior but instead increased criminality as prison rapes, psychological effects of long-term incarceration, mentoring of young offenders by older inmates, the use of illicit drugs, and the omnipresence of organized, race-based gangs all played their parts in increasing recidivism.
